The Technical Supervisor is responsible for the technical and administrative management, which may include the chemistry laboratory, including general chemistry assays and immunoassays, hematology, coagulation, and urinalysis, and specimen processing. This position is under the direction of the Administrative Director and the Medical Director. The position provides technical supervision on site, and is responsible for the proper performance of all assays performed by staff working in the clinical laboratory. The supervisor is responsible for ensuring compliance with all regulatory requirements as they pertain to the laboratory. In addition, the supervisor demonstrates compliance with all elements of the DFCI Code of Conduct and Ethical Behavior. The supervisor also must comply with all Institute policies regarding the confidentiality of patient information and the lawful use of any computerized patient data.
This Chesnut Hill location is scheduled to open Spring 2020. Training will be done at the Longwood Boston location if starting before then.
SPECIAL WORKING CONDITIONS (Responsible for on-call, 24 HR. coverage, etc.):
May need to cover available shifts, carry a pager, or stay late as needed; available to answer questions on a weekend or off shift required. No scheduled holiday coverage. Some lifting of reagents and supplies may be needed.
PRIMARY DUTIES AND RESPONSIBILITIES:
The technical supervisor is responsible for the technical and scientific oversight of the laboratory.
The technical supervisor must be accessible to the laboratory to provide on-site, telephone, or electronic consultation or ensure adequate supervision is in place.
The technical supervisor is responsible per federal regulations for—
(1) Selection of the test methodology that is appropriate for the clinical use of the test results;
(2) Verification of the test procedures performed and establishment of the laboratory's test performance characteristics, including the precision and accuracy of each test and test system;
(3) Enrollment and participation in an approved proficiency testing program commensurate with the services offered;
(4) Establishing a quality control and quality assessment program appropriate for the testing performed and establishing the parameters for acceptable levels of analytic performance; ensures that these levels are maintained throughout the entire testing process from the initial receipt of the specimen, through sample analysis and reporting of test results for all ordered lab tests;
(5) Resolving technical and process problems and ensuring that remedial actions are taken whenever test systems deviate from the laboratory's established performance specifications;
(6) Ensuring that patient test results are not reported until all corrective actions have been taken and the test system is functioning properly;
(7) Identifying training needs and assuring each individual performing tests receives regular in-service training and education appropriate for the type and complexity of the laboratory services performed;
(8) Evaluating the competency of all testing personnel and assuring that the staff maintain their competency to perform test procedures and report test results promptly, accurately and proficiently.
(9) Evaluating and documenting the performance of individuals responsible for high complexity testing at least semiannually during the first year the individual tests patient specimens. Thereafter, evaluations must be performed at least annually unless test methodology or instrumentation changes, in which case, prior to reporting patient test results, the individual's performance must be reevaluated to include the use of the new test methodology or instrumentation.
In addition, the technical supervisor also ensures
- Administration of Human Resources policies regarding hiring, termination, training, and any change in status of qualified laboratory staff.
- Administration of performance reviews, competency evaluations, and provision of training and continuing education for staff.
- Ensures adequate staff coverage; may cover available shifts as needed
- Preparation of a cost-effective laboratory budget, subject to review and approval of the Directors
- Planning and scheduling staff; may be required to work on the bench as-needed to assure provision of service, in which case must maintain/demonstrate proficiency in testing performed in the laboratory.
- Ongoing review and improvement of existing testing procedures and development of new procedures as needed.
- Assures appropriate document control (i.e written procedures are revised and/or new procedures are developed as needed, and that the procedure manuals are reviewed on an annual basis).
- Assures communication between staff, Medical Director, and lab administration.
- Works effectively with Information Technology as needed
- Demonstrates proficiency in the use of the DFCI Safety Reporting [incident] system; understand laboratory safety to ensure appropriate and safe environment for lab staff.
- All other duties as assigned.
MINIMUM JOB QUALIFICATIONS:
Bachelor’s degree in a lab-related science, MT (ASCP) or nationally recognized equivalent preferred. Minimum of 5 to 7 year of experience working in a high complexity clinical laboratory required; minimum of 6 months in the appropriate sub-specialties of Chemistry and Hematology preferred. Management and/or supervisory experience preferred.
